No it's not the same. The depth of the ocean depends on the layout of the seabed below it. The ocean floor is just as uneven as dry land... just, well, deeper.

'sea level' is a relatitive term to measure the height of surrounding land... something to measure surround land mass like mountains. As for if the level of the sea is the same everywhere, then no, even withing 15 feet waves show the level to be different.
