    They are in the SFL though.

    Its in the SPL rules that administration is a 10 point deduction immediatly.

    Its only if they become a 'newco' and re-enter the SPL that there is no rules and anything could happen. They could be deducted 20 points for 7 seasons in a row or anything then.
