Athletic Bilbao's policy on players

I'd agree with @hiphopaddict that it is technically discrimination but think @Callum McGregor has articulated it well that it's a complex thing and whilst usually straight forward and negative it isn't in all cases.

The other relevant factor here is that a lot of Basques see them as separate from Spain, which I am sure also is a factor here in the "keep it local" nature of the recruitment.

I just really admire that they have made it work. Doubley so in a world full of modern footballers that aren't always know for their loyalty. Would love to see a Celtic team with more of a local presence in terms of squad. The team belongs to the area after all.
