Around the 40k mark for me, I think a lot of people are still holding out for a special signing, which is highly unlikely.

I'm personally still waiting on my * college bonus, they moved it to next month. Celtic assured me that there would definitely be a lot of seats still available mid-July, so they aren't exactly flying out - to be expected though.

this is why the board have to try and roll out quality signings and that will lift the fans, and maybe to push them enough to renew books

Yeah i havnt been over since the MON era. A lot of economic factors is the reason for this. In my part of the country there is literally no work. Im on a 2 day week and im really lucky to get it. A trip to Scotland costs around 300 euro (minimum), and it is just too expensive. Its even too expensive to sit and watch Celtic and some other SPL team in the pub. Also a lot of big supporter clubs that used to have a wile lot of season tickets have got a lot less nowadays which it makes far harder for a big bunch of people to go over. This is an economic reality that is unlikely to change in my part of the world.
