It’s an outdated stereotype rather than a national character trait. To be fair to the Scots, when I was charity fundraising in my younger days, the Scottish public donated to our NGO very generously, and interestingly the lower socio-demographic folks actually gave more generously than the ABC demographic folk.

 

I'd say frugal rather than tight, most people I know will lend you a tenner if they know someone's skint, with most of them careful not to * their money away.
