No one here ever said something stupid in an awkward moment socially ,to fill a gap or if there is awkward silence , everyone has , and you.run over it in your head and cringe every time , not saying this is exactly wot happened , although sometimes trying to find something to say can create the worst social faux pas ever , people screaming ott statements on here need to get a * grip of themselves, just because there is a stain on boys club past ,doesnt call for overactive imaginations and making a totally innocent comment, which was said with parent in attendance, into something a bit wrong , he should get a lawyer after that * rag of a paper for trying to imply something a bit evil , he is a young lad himself and the only issue is he was daft enough to think this was a good thing , it was never gonna end well .
Having looked at the meaning I'm thinking he means good or awesome, fact .

Right. I'm from London and have grown up around extensive urban slang. It's also a synonym for nice

Other ways you COULD use it:

Fashion - Those trainers are peng
Food - That munch was peng
Drugs - That was some peng weed (not used as much in today's gen)

When describing a person's appearance (which he was doing) peng means hot/good looking.

A lot of urban London slang originates from the Caribbean, and peng is one of those as you pointed out. But they use it different now, the newer generations especially wouldn't say "oh that concert was peng", they would use it in the phrases I've stated above. Which is why it's weird Okoflex used that word

You're wrong, I was born in Lambeth and brought up around Brixton and Peckham, was married to a women practically had a second family who were all carribean, she spent more time with them then her own family.

Peng when used to describe a person is to describe their looks.

What's the difference between what he said, and someone saying "oh look at him he's going to be a real heartbreaker when he's older" to an 8 year old boy?

I have grown up in North London and I am also a youth worker so well aware of this generations slang, Lewis Kerr explained the word 'peng' very accurately. Whichever angle you analyze it was a very weird statement to make.

Because it does not mean heartbreaker, and even if did; it's the way he said it, It was obvioulsy sexual.
Slang gets used in various ways, peng the way he used it means fit which is slang for sexy, hot, fine etc.
