No, it's only for residents of the twenty-six counties.

Irish people in the north of Ireland are excluded.

I think it will pass, but I don't think it will be as clear cut as the equal marriage referendum.

I'm pro-choice but I have little time for Irish feminists, some of whom, have exposed themselves as hate-filled extremists during this campaign - they are little different from the militant anti-choicers.

I think there are moves afoot to enfranchise Irish citizens living outside the state but this is probably only to be limited to presidential elections. However, even that has to go to referendum, and I have a sneaking feeling that there will be a sizeable West Brit element that won't want northerners or the diaspora to have a vote and the media will attempt to sway public opinion accordingly.

 

Maybe in the case of rape but no as a convenient method of post contraception.
