To be honest I think the whole old style provincial system needs to be scraped. Especially in hurling where there is not as much strength in depth. Maybe go with group stages followed by Quarter-Finals and in. But certainly there is no reason from a geography stand point to stick with the provincial system when it is so unbalanced.
